gotten it wrong every time over 50 years. and so whether you're deal -- what you're doing with obama is not just the expiration of the bush tax cuts, but obama tax goes into effect as well. the cap gains rate will go up 58% and this is going to lose revenue rather than gain revenue just as it has in the past. similarly, the tax increase on dividends. if the bush tax cut expires, along with the obamacare tax increase, the tax rate on dividends is going to increase -- actually triple. when bush cut the tax rate on dividends, dividends pay soared and so did the taxes napad on them as a result. if you reverse that tax cut and put the obamacare tax on top, dividends are going to collapse and so are the revenues that government will collect from the dividends. you'll have a similar result as you had in 1990 where they increased rather than declined. >> clayton: do we not learn from our history? this seems like it's just repeating all over again. politicians aren't aware of their history here and what we could go through again. we know what 1991 and 1992 looked like with that recession. it

affect a week from now. a moment this week, the two sides seemed on the cusp of a deal. that would have involved at least one major concession from president obama. to cut social security benefits. the cuts wouldn't have been direct. they would have come from a tweak to the way the social security benefits are calculated. here's how it works. right now the amount of money a retireee gets from the government gets is changed due to the index. when inflakes goes up, social security recipients see their payments go up the same amount to keep up with the cost of living. obama proposes switching to "chained cpi. and the tea party really knocked barack obama for a loop and took control of the house and everything happened after that. the tax cut deal, big fights over the budget and the debt ceiling and deficit reduction and also the bin laden grade and reagan but happened in egypt and libya. so i'm looking at how obama made the decisions he made and why he took the actions he took in that very perilous time politically would also explain how this is all done in a way to set up the 2012 campaign that we just went through. he had a theory indy to do big hit in 2010, yet the theory that he could make the 2012 race a choice not just between him and mitt romney but a choice between different ideologies and different approaches to government and values. everything he did in that timeframe he kept trying to tether to this big idea. when i wrote the book of course we didn't know how things were going to end up on november 6, 2012. i looked at how he developed his governing strategy and electoral strategy and it really dominated. this is the back story to what happened with this presidential campaign. >> david

is libya is exhibit a of an overall failed strategic policy by the obama administration handling the arabs spring. dealing with what i think is the rise of islamic terrorism throughout the region. what happens when gaddafi failed, we allow the situation to deteriorate, and rice and clinton spoke about intervening. that is something to put in the plus column, and they pushed the administration to get involved and not let benghazi be overrun by gaddafi. happens is when you do not get involved you allow the situation to go on long car and it allows -- to go on longer and it allow s extremist groups to have a larger say. what happened in libya is the extremists lost at the ballot box, but in benghazi there was no libyan government to deal with the militia groups, pro and con, and the groups we were relying on were unreliable. the al qaeda militia groups were growing in strength. i worry about iraq. i worry that we fumbled the ball inside the 10-yard line. the surge did work. it did work. we have political progress and an increasingly good security environment. we have no troops in iraq today.
